HHS Funneled Billions to Migrants While Americans Footed the Bill

While American citizens struggle with rising costs and dwindling resources, the Biden administration’s Department of Health and Human Services (HHS) quietly spent a staggering $22.6 billion from 2020 to 2024 on grants for migrants — offering taxpayer-funded perks like cars, homes, and even credit for startup businesses, according to a damning watchdog report.

The report, revealed exclusively to the New York Post by OpenTheBooks, paints a disturbing picture of the HHS Office of Refugee Resettlement (ORR) acting as a “giant magnet” for illegal migrants pouring across the southern border. The same agency, which was already exposed last year for losing track of 32,000 migrant children, handed out billions to nonprofits that provided cash assistance, credit-building programs, and even “cultural orientation” services.

All while everyday Americans were left to foot the bill.

The spending spree coincided with record-breaking border crossings under President Joe Biden’s lax immigration policies, with 2.4 million apprehensions logged in 2023 alone. That year, ORR awarded more than $10 billion to nonprofit groups pushing migrant-friendly agendas and encouraging more crossings.

These groups doled out taxpayer dollars through programs that matched savings dollar-for-dollar for cars, homes, college tuition, or small businesses. They also issued small-business loans up to $15,000 and credit-repair loans of up to $1,500—benefits that hardworking Americans would struggle to find.

Even more shocking, the biggest chunk of funding — $12.4 billion — was spent on unaccompanied migrant children. This, despite whistleblowers raising alarms about ORR’s reckless practice of releasing kids to unvetted sponsors, some of whom turned out to be abusive.

John Hart, CEO of OpenTheBooks, didn’t mince words.

“The Shining City on a Hill, with its walls and doors, makes room for legal immigrants and legitimate refugees and asylum seekers, but the ORR has made a mockery of that vision in recent years,” Hart told the New York Post.

“ORR is part of a troubling trend of using nonprofit groups as ideological proxies. Vast sums are being outsourced to evade accountability and prop up an immoral, exploitive system that is hurtful to both American citizens and people in other countries who are longing for a better life.”

Billions Funneled to Pro-Migrant NGOs

The report details how ORR ramped up spending each year, skyrocketing from $2.6 billion in fiscal year 2020 to a jaw-dropping $10 billion by 2023. Migrants from Cuba, Haiti, Afghanistan, Ukraine, and Iraq were among the recipients of these taxpayer-funded benefits.

Meanwhile, the same administration that gutted immigration enforcement was also expanding access to free legal representation for illegal migrants and removing requirements for refugees to become self-sufficient quickly.

Two of the biggest beneficiaries? Church World Services and the International Rescue Committee — both of which advocate for looser immigration policies. Church World Services even opposed a joint agreement between Biden and Canadian Prime Minister Justin Trudeau that sought to close an asylum loophole at the northern border.

Together, these two groups received nearly $1 billion in taxpayer grants.

Conflict of Interest and Neglect

The report also raised serious concerns about potential conflicts of interest. Robin Dunn Marcos, who oversaw ORR’s unaccompanied minor program, previously worked for both Church World Services and the International Rescue Committee — two groups that received hundreds of millions during her tenure.

When she testified before Congress in 2023, Dunn Marcos admitted that ORR wasn’t even running criminal background checks on the children they were placing with so-called sponsors.

Former HHS Secretary Xavier Becerra, a Biden ally, didn’t help matters. According to the New York Times, Becerra pressured staff to rush children out of ORR custody as quickly as possible, comparing the process to an “assembly line.”

Hart slammed the administration’s reckless policies, saying they revealed “the Left’s counterfeit compassion around immigration.”

“Losing track of 300,000 children violates their dignity and puts them at risk,” he said.

Attracting More Migrants by Design

The OpenTheBooks report concludes that ORR’s unchecked spending created a self-perpetuating crisis. By handing out billions in aid—from cars and homes to free legal assistance — ORR sent a clear message to the world: Cross illegally, and you’ll be rewarded.

“What’s clear is that ORR has funded a constellation of NGOs deployed in border states and nationwide, who give out aid designed to attract even more migrants,” the report states.

Meanwhile, the American people are left to deal with the fallout — overcrowded schools, strained healthcare systems, and rising crime rates in border towns.

HHS did not respond to requests for comment.
