Biden’s HHS Hotline Failure Exposes Migrant Children to Danger

On July 16, Ali Hopper, president of GUARD Against Trafficking, testified before the House Homeland Security Committee that a Department of Health and Human Services (HHS) hotline, established under the Biden-Harris administration to protect unaccompanied migrant children, ignored 65,000 calls from August 2023 to January 2025.

Speaking at the hearing titled “An Inside Job: How NGOs Facilitated the Biden Border Crisis,” Hopper revealed that the hotline, intended to report safety concerns, failed to address issues ranging from minor complaints to grave allegations, including a child reporting abuse by adult men.

“That call went unanswered until this [Trump] administration took office, went through those 65,000 calls, made follow-ups, conducted a welfare check,” she stated, noting the child was rescued and the sponsor arrested.

NGOs and Weak Vetting Fuel Trafficking Amid Open Borders

Hopper’s testimony exposed how the Biden-Harris administration’s policies enabled trafficking through inadequate oversight of non-governmental organizations (NGOs), which received over $6 billion in federal grants.

The committee reported that NGOs, tasked with placing unaccompanied alien children (UACs) with sponsors, often used flawed vetting processes, contributing to over 300,000 children becoming unaccounted for.

Hopper detailed systemic issues, including 70% of sponsor applications being fraudulent, cartel infiltration of NGOs, and falsified records that obscured child traceability.

She described HHS as a “middleman in a humanitarian pipeline exploited by cartels,” facilitated by open borders and no-bid contracts.

The Biden administration’s failure to enforce robust immigration controls allowed cartels to exploit weak sponsor verification, directing children to dangerous placements.

Congress Demands Accountability to Curb Illegal Immigration’s Toll

The hearing amplified concerns about the Biden administration’s border policies, with Rep. Clay Higgins (R-La.) denouncing the “abhorrent industry of child trafficking” enabled by unchecked illegal immigration.

He vowed that the Trump administration is building criminal cases, stating, “We’re coming after them.”

HHS Secretary Robert F. Kennedy Jr., testifying in June, criticized Biden’s emphasis on “speed over security,” noting that “hundreds of thousands of migrant children have gone missing.”

Kennedy’s reforms, including DNA testing and stringent sponsor checks, aim to protect children and deter illegal crossings.

A July 22, House subcommittee meeting further addressed these lapses, seeking to restore trust in child placement systems.

The Biden-era policies, which prioritized open borders over safety, facilitated trafficking and neglect.
