On October 26, Treasury Secretary Scott Bessent announced a promising “very substantial framework” with Chinese Vice Premier He Lifeng to reduce trade tensions between the world’s two largest economies.

Speaking on ABC’s This Week, Bessent shared how President Trump’s tough negotiations led to China pausing its planned restrictions on rare earth exports while the U.S. shelved threats of 100% tariffs on Chinese goods. “The president had given me maximum leverage when he threatened 100% tariffs if the Chinese impose their rare earth global export control. So I think we have averted that,” Bessent explained. “We also agreed on substantial agriculture purchases for U.S. farmers.”
